Speakers:
Susan O. Scheutzow,
Vice President and Chief Legal Officer of Southwest General
Health Center, Middleburg Heights, Ohio since 2002 where she
is responsible for all corporate legal services and administrative
supervision of a variety of departments and programs as well
as serving as the Health Center’s Privacy Officer. From
1990 to 2002 she was a partner in large Cleveland law firms
with a hiatus in 1997 and 1998 when she was a full time Visiting
Faculty Member at Cleveland-Marshall College of Law where
she also served as an Adjunct Faculty Member from 1988 to
2000. She had been named to The Best Lawyers In America (Woodward/White)
for eight years and has been listed as a Leading Lawyer in
Northeast Ohio by Inside Business for the past six years.
She speaks and writes extensively on health care law topics,
and authored the book “Ohio Health Care Provider Law”
published by Banks Baldwin.
Dr. David Epstein
Market Medical Executive, CIGNA HealthCare of the Great Lakes
Region. Dr. Epstein has served in various medical director
roles for national and regional managed care organizations
including United HealthCare, Blue Cross Blue Shield of Georgia
and The Travelers Insurance Companies. He also served as medical
director for Matria, a national disease management company
and chief medical officer for an IPA/PHO in upstate New York.
He also was a senior consultant for Towers Perrin, an international
employee benefits/health care consulting firm, working with
Fortune 100 employers and large provider-sponsored health
plans and systems to improve their health plan performance.
Dr. Epstein, a board-certified Emergency Medicine physician.
He served on the original HEDIS pilot project steering committee
in 1994. Dr. Epstein currently serves in several regional
and community industry leadership positions including the
Partnership to Fight Chronic Disease, Aligning Forces for
Quality, Camp Ho Mita Koda/Diabetes Association of Greater
Cleveland and Steps to a Healthier Cleveland. Dr. Epstein
also earned an MBA degree from Emory University (1989) and
original certification from the American Board of Medical
Management through the American College of Physician Executives
(1991).
Charles Cataline
Charles staffs the OHA Finance and Admitting, Billing and
Collection Committees. He also serves on a number of state
and national boards and committees, including the 2005 chair
of the Allied Association of Hospital Accountants and Financial
Specialists, 15 years with the National Uniform Billing Committee,
and current appointments to the CMS Outpatient Medicare Technical
Advisory Group, the American Hospital Association’s
(AHA) Model Practices Group and the Editorial Advisory Board
of AHA’s Coding Clinic for HCPCS.
Charles Cataline is the senior director of health policy for
the Ohio Hospital Association in Columbus, where, he manages
many of the association’s finance and patient financial
services activities. Charles also acts as a liaison for Ohio
hospitals to the Centers for Medicare and Medicaid Services’
(CMS) and Bureau of Workers’ Compensation on Medicare
and BWC policy interpretation and payment initiatives.
A 1974 graduate of the Ohio State University, Charles has
been in the health care industry since 1975 and with OHA for
more than 25 years.
